Bardhyl Hasanpapaj

Director

Is the founder and the Director of the KLSC. He serves as Senior Legal Expert in the company. As a graduated lawyer Mr. Hasanpapaj holds an LLM degree in the field of European and International Law from the University of Bremen in Germany, where he is writing his Doctorate thesis on EU Competition Law. He is an alumni of the KAS (Konrad Adenauer Stifftung) as a recipient of the KAS scholarship.

Mr. Hasanpapaj is specialized in the rule of law, good governance and development being active for more than 15 years in Kosovo, the Balkans Region and beyond. During his career he has served for different international organizations, institutions and consulting companies, such as USAID, EU, UNDP, Ministry of Justice, National Democratic Institute (NDI), National Center for State Courts (NCSC), B&S Europe, GIZ, FINISH Human Rights Center in Kosovo, Kosovo Judges Association, Kosovo Law Centre etc.

Arbereshe Zogjani

Project Manager

Holds an LLM Degree on Contracts and Commercial Law – a long distance program of USAID at the University of Prishtina. Ms. Zogjani joined Kosovo Legal Services Company since its establishment, and so far, professionally contributed in all its activities.

Before joining KLSC, Ms. Zogjani worked for B&S Europe, International Foundation for Electoral System (IFES), National Democratic Institute (NDI), USAID – System for Enforcing Agreements and Decisions, East West Management Institute etc.

Ms. Zogjani holds the following awards: Full Accredited Facilitator – BRIDGE; The Justice Price “Hero Sali Cekaj”, awarded by the Ministry of Justice of the Republic of Kosovo; The Best Oralist in the Warsaw International Arbitration Moot organized by Polish Chamber of Commerce and European Legal Studies Institute.

Yolanta Christova

Team Leader - EU funded project "National Centralized Criminal Records"

Holds a PhD on “Comparative Analysis of Constitutional Regulation of Political Systems”, while has more than 30 years of professional experience in the rule of law sector.
Ms. Christova is currently leading the NCCR Project Team in Kosovo where she also worked before in various capacities such as: Chief advisory for the EULEX Unit on Justice Matters, Head of the Unit at Independent Judicial and Prosecutorial Commission of Kosovo. Justice Sector Reforms is where she mostly given her expertise, and that not only in Kosovo but also Montenegro, Bosnia and Herzegovina and Croatia.
Ms. Christova contributed to criminal conviction database assessing the legislation in place to make the database functional in line with EU standards and other best practices.

Blerta Berveniku

Key Expert 3 - EU funded project "National Centralized Criminal Records"

She graduated from The American University in Bulgaria, Bachelor of Arts in Computer Science, and holds a Master degree in Business Administration from The College of William and Mery. Before joining KLSC, Ms. Berveniku worked as Senior Database Developer at OSCE, Senior Systems Anlayst/Developer at NCSC, External Expert IT at NLB BANK, Co-founder/IT Expert at Progin, IT Business Consulant at The Marines` Museum, Virginia.

She also worked as Business Reporting Specialist at UNOPS, Denmark, Lecturer at College of RIINVEST and Staffordshire University, IT Expert at Kosovo Judicial Council, General Manager at DOTS, and now IT Senior Expert at KLSC.

She has over 16 years of professional experience in designing and managing IT Systems.

She is fluent in Albanian, English and Serbian.

Luljeta Plakolli-Kasumi

Deputy Team Leader - EU funded project "Support to Free Legal Professions and the BAR Association"

Luljeta PLAKOLLI-KASUMI, is the Deputy Team Leader to the EU funded Project “Support to Free Legal Professions and Bar Association”. She has over 10 years of professional experience with the Council of Europe. Prior to joining KLSC she was the Legal Manager at Tax & Legal Department of Deloitte Kosova, and served on the Board of the KEP Trust, a Kosovo-based micro-financial institution. Luljeta has also an extensive experience working with different EU, USAID and UNDP funded projects in the capacity of the local short-term expert.
Luljeta is a graduate of the University of Pittsburgh School of Law (2006) in Pennsylvania/USA, where she got the LL.M. Degree in international and comparative law with special emphasis on intellectual property law. She completed her Bachelor legal studies at the University of Prishtina, Faculty of Law (2004), where she currently teaches civil law courses and is also a PhD candidate. Luljeta serves on the list of arbitrators of the Permanent Tribunal of Arbitration in Kosovo/Kosovo Chamber of Commerce and JSM Permanent Court of Arbitration, Slovakia and is an author of a number of publications in the field of intellectual property law and international arbitration.
Luljeta is fluent in Albanian, English, Serbian and Turkish languages.

Besnik Vasolli

Besnik Vasolli - Component Manager - GIZ funded project "Support to the European Integration Process"

Besnik Vasolli is a seasoned consultant with more than 15 years of experience working in the field of European Integration, Public Administration Reform and Good Governance. Besnik has worked with a wide range of Institutions such as the Ministry for European Integration, office of the Prime Ministers, Ministry of Internal Affairs and many more; he has also implemented projects working with GIZ, UNDP, DFID and UN.

Besnik has mastered his educational and working experience in the area of strategic planning, project management, and team building. He has managed teams of experts and has successfully implemented very complex process. Besnik is currently engaged as Component Manager in an implemented project by the consortia B&S Europe, Kosovo Legal Service Company on behalf of GIZ. Besnik is married and is a father of three lovely kids.

Ariana Demolli

Legal Expert - USAID funded project "Justice System Strengthening Program"

Currently is in her final stage of completing her master’s degree in Criminal Law, from the Faculty of Law- University of Prishtina. She graduated from Faculty of Law in the same University. As part of KLSC, she is working in JSSP/USAID program, as Junior Legal Advisor in Kosovo Judicial Council.

Before being part of KLSC, she was working as Project Coordinator on the project named “Encouraging the participation of women, youth and unprotected categories in advocating initiatives” funded by Ministry of Local Government Administration of Kosovo.

She also was a Project Coordinator on the project named Lajkit- Promoting intercultural dialogue between communities in Kosovo and Serbia founded by European Commission. She has participated as an intern in the Constitutional Court of Kosovo and through the PILPG program she was an intern in the Court of Appeal.

Elton Tota

Legal Consultant - KLSC

Holds a PhD on “EU Enlargement and its impact to the Western Balkans” from the TU Chemnitz in Germany. He is specialized lawyer and also holds an LLM degree in the field of European an International Law from the University of Bremen.

Mr. Tota has a long professional experience in the rule of law and worked for institutions of public and private sector. During his career he has worked for different national and international institutions and organizations present in Kosovo such as: National Democratic Institute (NDI), GIZ, ISPE College, Assembly of Kosovo, etc.

He speaks English and German.

Flakrina Osmani

Project Manager - EU funded project "Further Support to Kosovo Institutions in the fight against Organized Crime, Corruption and Violent Extremism"

Is a master candidate in Management, while holds an LLM Degree “Banks, finance and accounting” – University of Prishtina.
Ms. Osmani is currently managing the EU funded project “Further Support to Kosovo institutions in the fight against organized crime, corruption and violent extremism”.
Before joining KLSC, Ms. Osmani served as project manager for ARDA “Association of Regional Development Agencies”; EU funded project “Support to the Civil Registry Agency and Unified Address System”, National Democratic Institute/ Kosovo Assembly Strengthening Program, National Center for State Courts/ Kosovo Justice Support Program etc.
Ms. Osmani is fluent in English and Turkish.

Argjend Zhubi

Legal Officer - EU Support to the Kosovo Competition Authority and the State Aid Commission

Argjend Zhubi is an acquainted legal professional with a demonstrated experience in broader rule-of-law sector. Prior to joining Kosovo Legal Services Company, he has worked as in-house lawyer in the governmental sector. Nowadays, through USAID’s Justice System Strengthening Program he advises Kosovo Judicial Council to promote better policy-planning and policy implementation, increased efficiency and effectiveness of its policies and procedures. Now, he is working as Legal Officer at the project titled: EU Support to the Kosovo Competition Authority and the State Aid Commission.
Argjend holds an LLB degree from the University of Prishtina, and an LLM in European Law from the University of Bristol in UK. He has co-authored an academic publication in a peer-reviewed journal. In addition, he has attended several executive trainings at Vienna Diplomatic Academy, George C. Marshall European Center for Security Studies and TMC Asser Institute.
Argjend is Albanian native speaker, but also speaks fluently English and Serbian.

Ditona Mekaj

Office Manager for the component 2 "State Aid" for the project EU Support to the Kosovo Competition Authority and the State Aid Commission

As part of KLSC, she is working as Office Manager/ State Aid Commission.

She graduated from the Faculty of Education, University of Prishtina.

Before joining KLSC, Mrs.Mekaj worked as Administrative Assistant at the Office of the Special Representative of the Secretary General (SRSG),United Nations Mission in Liberia, Monrovia (Liberia), Administrative Assistant – Human Rights and Protection Section (HRPS), United Nations Mission in Liberia, Monrovia (Liberia).Mrs. Mekaj worked as an  Administrative Officer for the Accessible Quality Healthcare Project, Swiss Agency for Development and Cooperation funded project in Pristina (Kosovo), as well as Administrative Assistant – Office of the UN High Commissioner for Human Rights (OHCHR), and Finance &Administrative Assistant, Norwegian Red Cross, Pristina (Kosovo).

She speaks fluently Albanian, English and Serbian.

Fatlinda Nitaj Rexhaj

Office Manager for the Component 1 "Competition" - EU Support to the Kosovo Competition Authority and the State Aid Commission

As part of KLSC, she is working as Office Manager  for Competition component for the project EU Support to the Kosovo Competition Authority and the State Aid Commission.
Before joining KLSC, Ms. Rexhaj worked as Senior Officer for Internal Market at the  Ministry for European Integration covering chapters on competition policy, public procurement and intellectual property rights. Prior to this, Ms Rexhaj worked as Head of Office for European Integration and International Cooperation and Senior Programming Officer for  IPA at the Ministry of Labour and Social Welfare and a short term consultant on needs assessment for SOS villages.
Ms Rexhaj holds a master degree in Professional Studies concentration on Public Administration from Rochester Institute for Technology and & American University in Kosovo.

She loves activities in nature, where she prefers to go hiking and running at her free time.

She speaks fluently Albanian, English, German, Swedish languages.

Fiona Mustafa

Project Officer - EU funded project "National Centralized Criminal Records"

Fiona Mustafa is a law graduate from the European Faculty of Law in Slovenia. She is very passionate about the Rule of Law, hence, strongly determined to contribute towards improving the standards of the Judiciary in Kosovo, and its general institutional framework. Fiona has professional experience in several donor funded projects within local and international organizations and she is very interested in project implementation and  legal research. Fiona has just joined KLSC, and she is very excited to be a part of such a significant project to Kosovo’s judicial system, as is the National Centralized Criminal Record System.

Hajriz Beqiri

Is a graduated lawyer at the University of Prishtina, with fluent English and Spanish.
Mr. Beqiri joined Kosovo Legal Services Company in 2014 contributing in project management cycle. He supported our professional teams of the following projects: EU funded project “Support to the Agency for Managing Sequestrated and Confiscated Assets”; EU funded project “Support to Kosovo institutions in combating financial and economic crimes”, EU funded project “Support to Civil Code and Property Rights”, EU funded project “Support to Free Legal Professions and the Bar Association” and EU funded project “Further support to Kosovo institutions in the fight against organized crime, corruption and violent extremism”.

Bonita Salihu

Project Assistant/ Legal Officer- EU funded project "National Centralized Criminal Records"

She was graduated with an LLB degree from the Law Faculty of the University of Prishtina.

Ms. Saliu joined the KLSC in June 2018. Prior to joining KLSC, she was engaged in the Center for Human Rights and Gender Equality within the Rectorate of the University of Prishtina and as Project Consultant at Institute for Management and Development.

She was also a Fellow at the Konrad Adenauer Foundation for 6 months, a German foundation aimed at empowering young people in Kosovo to be part of future decision- making and to promote the values ​​of democracy and justice in the country.

During her university studies, Bonita participated in the Williem C. Vis Competition for International Commercial Arbitration in Vienna.

Blerta Iberhysaj

Project Assistant/Finance Officer - EU funded project "National Centralized Criminal Records"

Blerta has finished a year in Luxembourg in the Accounting and Audit programme and has been graduated from the University of Prishtina with a bachelor’s degree in Management and Informatics.

Before joining the NCCR project, Blerta has been working for Counting and Results Centre (CRC) as trainer of the K-Vote project, and prior to that she has been working for GIZ, Kosovar Stability Intiative (IKS), Privatization Agency of Kosova (PAK), and Career Centre. Blerta has assisted the manager for the Mini-IPDET Kosovo training course for Developmental Evaluation of Projects, Programs and Polices which has been held in Prishtina. Besides this, she has attended a training for accounting at Association for Finances and Accounting Services (AFAS).

As part of KLSC-NCCR, she is working as Data Quality Officer. She graduated  from the Faculty of Law, University of Prishtina, holds a Master degree in Civil Law.
She has previously worked as an intern in the Basic Court of Prizren, Branch in Suhareka, and Intern at Ministry of Justice.

Diana Dushi

Intern

Diana Dushi is an Intern at KLSC. She is a graduate from R.I.T Kosovo since 2018. Diana has worked as a research Intern at EdGuard Institute, devoted to research in education and advocacy. She defends the human rights and gives attention to civil society activities. Diana is an art lover and loves to travel so she can experience the cultural diversity that the world has to offer. She is fluent in Albanian and English.

Erdi Pirana

Junior Legal Expert

Is a graduated lawyer at the University of Prishtina Law Faculty, and holds a Master degree in European Union Law and International Business Law at EötvösLoránd University (ELTE) in Budapest, Hungary. He is very passionate about the Rule of Law, International Law hence, strongly determined to contribute towards improving the standards in European Integration Processes.
Mr. Pirana joined Kosovo Legal Services Company in December 2018. As part of KLSC, he is working as Junior Legal Expert. Prior to joining Kosovo Legal Services Company, he has worked at Group for Legal and Political Studies who held various positions as a Project Officer, Researcher and Assistant in the projects related with Protection and Promotion of Human Rights in Kosovo and also with the projects Increasing Citizen participation in the Electoral Processes in Kosovo.

He also has been part of USAID – Property Rights Programme by giving a respective contribution to the ECHR Case Summary Initiative.

Mr.Pirana has experience in Parliamentary Affairs during the time he was intern in Committee for Legislation and Committee for European Integration in the Assembly of Republic of Kosovo. He is also certified from OSCE Apprenticeship Programme 2016 as being an Apprentice by holding a title Legal Advisor in the Office of the Prime Minister/Office of the Language Commissioner in cooperation with OSCE.

Mr.Pirana speaks fluently English and Turkish languages.

Agnesa Lumi

HR Officer

 

As part of KLSC, she is working as HR Officer. She has graduated in European Integrated Studies and also holds a MA degree in European Studies at the ISPE College. For a long time, she has been affiliated with the KLSC activities being part of internships activities and different administrative and professional commitments.

Before joining the KLSC she has worked as Administrative Officer at the Insurance Company SIGAL.

She speaks English and German.

Ibrahim Maloku is a Backlog Reduction Legal Officer assigned from the USAID project “Justice System Strengthening Program” in the Basic Court of Mitrovica. He previously worked as an assistant lawyer in a law office in Vushtrri. Later on, he finished his internship in the Basic Prosecution in Prishtina. Moreover, he worked as monitor of court trials for war crimes and crimes on ethnic grounds in the Fund for Humanitarian Law. He has completed his internship in the Appeal Court in Prishtina. He has participated in various training and mock trials in the field of justice. He has graduated in Law Faculty of the University of Prishtina “Hasan Prishtina” where he continues his Master studies. He is fluent in English and Serbian.

Hidajete Leci is a Backlog Reduction Legal Officer assigned from the USAID project “Justice System Strengthening Program” in the Basic Court of Prishtina. She previously started her professional internship for advocates, and later she was an intern in the Appeal Court of Kosovo. Moreover, she worked as Professional Associate for Backlog Reduction in EROL/USAID program, where she performed her duties in the Basic Court of Gjakova and Basic Court of Prishtina. Arbëreshë Kukalaj is a Backlog Reduction Legal Officer assigned from the USAID project “Justice System Strengthening Program” in the Basic Court of Mitrovica. She previously worked in ProCredit Bank as promoter of the bank products. She worked as intern at Finca Micro Finance and as a controller for population registration in Kosovo Statistics Agency. Her experience includes working as an intern at Basic Court in Peja, Decan branch, assistant for data processing in Basic Court of Mitrovica, and Chechi and Company Consulting-Effective Rule of Law Program (USAID).
