Experience

KLSC engages daily with local and international partners in carrying out and implementing projects that strengthen rule of law, reform the judiciary and tackle organized crime and corruption. Here below you find some of the most prominent projects managed by KLSC and their impact on Kosovo public life.

EU funded project “National Centralized Criminal Records”

The overall objective of this € 1.8 million project assigned by the EU Commission to KLSC (in partnership with Evoluxer S.L, CILC, Mnemo evolution & integration services and Tech Vision) is to support Kosovo Government in achieving progress in improving the standards of the judiciary as well as in the establishment and implementation of a National Centralized Criminal Record Registry and in the digitalization of the old criminal records.

GIZ funded project “Support to the European Integration Process”

The overall objective of this project is to strengthen the infrastructure and improve the capacities of the Ministry of European Integration to effectively coordinate the planning and implementation of the Stabilization Association Agreement, by implementing activities grouped under two components: C1: Enhance knowledge of Kosovo citizens on SAA and European Integration Process and C2: Increase participation of CSOs and enhance gender equality in EU Integration process. This project is being implemented by KLSC and B&S Europe.

EU funded project “Further Support to Kosovo Institutions in the fight against Organized Crime, Corruption and Violent Extremism”

The overall objective of this € 2.3 million project assigned by the EU Commission to KLSC (in partnership with B&S Europe, NICO and QKSS) is to support Kosovo in the prevention and fight of organized crime, including money laundering, corruption and violent extremism. KLSC’s employees’ expertise will be key in leading the project in its objective to strengthen inter-institutional regional and international cooperation mechanisms in the prevention and fight of financial crimes.

EU funded project “Support to Free Legal Professions and the BAR Association”

The €1.4 million project designed by the European Commission in the summer of 2016 is set to provide technical assistance to support the MoJ and the respective bodies. KLSC by coordinating the project with the help of partners such as B&S Europe, Facilita, Notariato and Deloitte Kosovo will provide support to the relevant beneficiary institutions in reviewing the legal framework that concerns newly created free legal professions. KSLC’s expertise will be key in developing professional and ethical standards and also in increasing awareness of other related judiciary institutions on the role and relevance of the free legal profession to the overall efficient functioning of the RoL in Kosovo.

USAID funded project “Justice System Strengthening Program”

The $ 9.3 million project assigned by USAID in November 2015 to KLSC in partnership with Millennium DPI Partners and the National Centre for State Courts aims to strengthen the efficiency and effectiveness of the administration of justice and delivery of quality services by the KJC and Courts. Moreover, the project’s objectives also include enhancing accountability and professionalism of the judicial system institutions and actors, supporting the functioning and integration of judicial structures in north Kosovo.

EU funded project “Support to Civil Code and Property Rights”

The overall objective of this project was to support Kosovo authorities in strengthening the rule of law by further supporting general law enforcement and the overall fight against organized crime with a focus on financial and economic crime. The € 1.75 million project sponsored by the European Commission Liaison Office in Kosovo engaged with international partners such as B&S Europe, NICO, HAUS Finnish Institute of Public Management and UNICRI. The project supported the Agency for Managing of Sequestrated and Confiscated Assets (AMSCA) in its capacity building efforts by strengthening its administrative, policy making and legal drafting capacities to enhance its efforts in combating crime.

EU funded project “Further Support to Kosovo Institutions in combating Financial and Economic Crimes”

This €1.17 million project, funded by the European Commission, aimed to tackle financial and economic crimes in Kosovo. The overall objective was to support Kosovo authorities to strengthen the rule of law by further supporting general law enforcement and the overall fight against organized crime with a focus on financial and economic crime. The purpose of the project was to strengthen the Financial Intelligence Unit, the Ministry of Finance and law enforcement agencies in the effective enforcement of a harmonized and comprehensive legal and other regulatory framework to combat financial crime and corruption. The Overall Plan of Operations consisted of 3 components – altogether 23 activities – which are as follows: Component 1 – Support to the design of the legal and regulatory framework, Component 2 – Capacity Building Activities and Component 3 – Awareness Campaigns. The project lasted for 2 years, from February 2013 to February 2015.

World Bank funded project “Support to Kosovo Cadastral Agency”

The overall objective of the project is to analyse and recommend further improvement of the legal/regulatory framework and to help KCA in drafting a new Integrated Draft Law on Cadastre. The areas to be covered are divided in the following components: C1: Support KCA in drafting the comprehensive Integrated Law on Cadastre; C2: Draft recommendations on legal acts that need to be changed based on the new law, and shall update or draft, if required KCA regulation on the organization of the cadastral offices; and C3: Support to KCA in presenting the drafts at the necessary government and parliamentary working groups or commissions

USAID/ Partnership for Development funded project “Legal Support for Handling Appeals of Decisions related to Constructions without Permit”

Ensure effective, efficient and transparent review of appeals submitted under the law for Treatment of Constructions No 04/L-188 without Permit and Administrative Instruction 04/2015 on Appeals Procedure for Decisions on Treatment of Constructions without Permit.
The activities of the program are based on three main components: C1: Develop a knowledge base to meet the changing and evolving needs of the MESP in reviewing all appeals in a timely, efficient and transparent manner; C2: Provide technical expertise and hands on assistance to the legal department of the MESP; and C3: Raise standards of performance and establish rules, policies and procedures to ensure the process is transparent, efficient, effective and free of corruption.

GIZ funded project “Advisory Services for Judicial and Administrative Reform in Kosovo”

The overall objective of the project is to support the Constitutional Court of Kosovo in implementing its strategic objectives and support and increase the quality and efficiency of the decision-making process.
In order to guarantee the continuous capacity of the CCK as an essential element of the democratic functioning of the Republic of Kosovo, through this project we support the CCK in reviewing its current work and to assess its needs for future development.
